Decisions are binding in their entirety. Decisions which specify those to whom they are addressed are binding only on them (Article 288 TFEU).
With the entry into force of the Treaty of Lisbon (1.12.2009), decisions no longer need necessarily to be specifically addressed. They have therefore acquired a wider scope and have replaced, in particular, all the instruments formerly used for the CFSP.
